This era is the era of “age of information” that is to say, in the most technologically advanced sectors
of the world information has become a valuable resources in regard to social political, cultural and economic development, it also seen as a key to the progress in these areas. The world has two distinct kinds of societies and certainly variation within broad kind: information-rich and information-poor societies. The former have sufficient information resources not only to take care of their basicresponsibilities, but to promote the development of their technological infrastructure and humanresources in an optimal fashion. They also increasingly involved in selling the information itself or selling information producing or processing technology. Again, most, if not all of the information-rich societies in the world are located in the northern hemisphere while information-poor societies arelocated in the southern hemisphere they also characterized by their inability to solve recognized problems largely because of their lack of information resources. Southern hemisphere can be seen asinformation poor societies.
